The Public Finance Division provides advice and legal representation to the Mayor, City Council and its Budget and Finance Committee, the City Administrative Officer (CAO), the Office of Finance, the Controller, the Treasurer, the Bureau of Sanitation and other City departments regarding municipal revenue matters, municipal tax collection and litigation, bankruptcy matters, Federal and State tax compliance matters, the City of Los Angeles 457(b) Plan and other employee benefits matters, as well as bond/debt matters of the City (including bond issuance, administration, disclosure and tax matters) and other financial issues.Duties and ResponsibilitiesThe attorney assigned to this position will provide legal advice to the CAO’s Debt Administration Section and other City departments (other than the proprietary departments and the Housing Department), including the Bureau of Sanitation, the Mayor and City Council, on: (1) municipal finance matters concerning the issuance and administration of tax-exempt and taxable bonds; (2) State and Federal post-issuance compliance matters applicable to municipal bonds; (3) disclosure and securities law matters applicable to municipal bonds; (4) negotiating and advising on contracts relating to municipal financings, including leases, indentures, credit facility agreements, escrow agreements, and bond purchase agreements; (5) preparation of ballot measures seeking voter authorization for matters such as general obligation bonds or special taxes; and (6) advising on Proposition 218, Proposition 26, and other similar issues. Litigation may be involved.ProbationAppointment to this exempt position (non-Civil Service) will be subject to a two year probationary period as required by Section 1050 of the City Charter.
